Normally, if Congress sends a bill to the President and the President does not sign the bill for 10 days, then the bill becomes law automatically. However, if the Congressional session ends before 10 days lapse, then it is effectively dead (Pocket veto). Since the bill was not effectively vetoed, Congress cannot override the veto. Congress must start the process over from scratch.
